Hongkong, 14th June, 1916.

With reference Your Excellency's letter of 3rd instant, No. 1 in 5197/1911, it would seem that the positions of the various matters concerned are as follows:-

(a) The War Department, London, do not appear to be acquainted with any other action concerning Arsenal Yard than the transfer of a portion to the Admiralty, and it is this matter they propose to leave until the conclusion of the war.

(b) That the Admiralty, who enjoy possession of the portion of Arsenal Yard without a completed agreement, have entered upon terms with the Colonial Government for the ex- change of part of same for other lands.

(c) That the Colonial Government have no desire to press for the interchange of land till after the war, but

(d) That the Colonial Government consider the completion of the interchange agreement with the Admiralty is necessary in order to facilitate progrees with reclamation &c. outside the limits of Arsenal Yard.

(e)

That the interchange agreement cannot be completed prior to the leagl transfer to the Admiralty of the land to be exchanged.
